2. Responding to Moore:
The Office of Budget and Management posted the image on the right quoting Stephen Moore. Moore has published books and talks often denouncing state income taxes. However, his research has many flaws and misrepresents what academics have actually said. Of the 50 articles, – 7 are not peer-reviewed, – 7 are not empirical studies, -23 have nothing to do with state tax policy – 5 have nothing to do with taxes – 7 of the studies quoted don’t actually support the conclusion his conclusion that higher state tax rates on income lead to fewer jobs and growth. – For a review of academic literature on tax policy, I encourage you to visit this study by the Center on Budget and Policy Priorities. CBPP has many studies refuting the claims surrounding academic literature.
